My message at the RPT convention Saturday, June 15, 2018, was:

In 2016, Texas was ranked 47 out of 50 for voter turnout and 44 out of 50 for voter registration. These numbers are linked and Texas must do better. 

Everyone has a role to play in Keeping Texas Red and the “20 Challenge” is a way for you to do so!

The goal is for each of us to identify 20 people outside your Republican network. 

Develop an authentic relationship with them over coffee or a social gathering. Help them register to vote, have conversations about local, state, and national politics. Welcome them and be their connection to the Republican Party and our values.

Get them to the polls in November.

Border Crossings Down 40%

  • Customs and Border Protection reported that the number of unauthorized border crossings was down an unprecedented 40% in February, a significant deviation even when you consider seasonal trends.
  • From DHS Secretary Kelly:
  • The early results show that enforcement matters, deterrence matters, and that comprehensive immigration enforcement can make an impact.
  • The drop in apprehensions shows a marked change in trends. Since the Administration’s implementation of Executive Orders to enforce immigration laws, apprehensions and inadmissible activity is trending toward the lowest monthly total in at least the last five years.
  • The decrease is also encouraging news because it means many fewer people are putting themselves and their families at risk of exploitation, assault and injury by human traffickers and the physical dangers of the treacherous journey north.

  • During the first full month of the Trump presidency, the economy added 235,000 jobs and the unemployment rate fell to 4.7% while labor force participation also increased.
  • Notably, the economy added a significant number of jobs in the construction, manufacturing, and mining sectors.
  • A spirit of economic optimism has swept the country in the wake of the President’s victory in November.
  • Jobs are returning, companies are investing in America, and unemployment is falling.
  • This is only the beginning. Jobs will continue to return as Obamacare is repealed and replaced, taxes and regulations are cut, and the President’s infrastructure plan is implemented.

  • Since Obamacare was passed into law, Americans’ healthcare costs have skyrocketed while their choices of providers and insurers have dwindled.
  • On Monday, the President hosted a listening session at the White House, during which he heard from eleven Americans from across the country who are suffering under Obamacare’s failed system.
  • The Obamacare horror stories shared during the listening session included a farming family whose insurance skyrocketed to $52,000, a former DNC staffer who quit and switched parties after Obamacare passed, and doctors who have seen firsthand the scale of suffering it has caused.
  • Families and individuals have received cancellation letter after cancellation letter, as insurers have fled unsustainable markets or cut down on the options they provide.
  • Urgent care centers and emergency rooms are backed up with people who can’t afford to use their health insurance because of their high deductibles and, as a result, have resorted to enduring their pain or sickness until they have no choice but to go to the hospital.
  • Individuals with chronic, pre-existing conditions have seen their cost of care go up, in some cases by more than 200%.
  • Businesses have been forced to let go of valued employees, or leave necessary positions unfilled due to staggering workers’ compensation increases.
  • After hearing these stories, the President, Vice President Mike Pence, and Secretary of Health and Human Services Tom Price each committed to fighting for reforms that will bring costs down and increase access to care for all Americans.

Statement on Donald Trump's Recent Comments- Toni Anne Dashiell

"Donald Trump's recently released remarks were abhorrent and indefensible. Women should never be discussed in such an offensive and disrespectful way. I believe most Republican women, including myself, expect him to demonstrate that his apology is sincere and his commitment to the principles of our party, including championing women, is a top priority.   Last night, we learned more about the deceitfulness and complete lack of principles of Hillary Clinton. From her baffling defense of Obamacare to her lies about deleting over 30,000 e-mails, it is clear that Hillary will say or do anything to get elected. Voting for her is simply not an option for any thoughtful, conservative woman in Texas. Too much is at stake in this election, especially the balance of the Supreme Court.  I personally accept Donald Trump's apology and am confident that he will be a strong President for all Americans."

Dear Friends,

This past week I attended a dinner for the American Enterprise Institute in Washington, D.C., along with Donald J. Trump, Jr., Senator Ted Cruz, RNC Chairman Reince Priebus, Ray Washburne, from Dallas, who is the Vice Chairman of the Trump Victory Committee and many others.

The top priority for all of us is defeating Hillary in November and we discussed ways to continue to unite our party in Texas and make sure that we send a strong signal nationally.  We also must make sure that we elect Republicans in Texas from the White House to the Court House. I encourage you to read this letter from Donald J. Trump, Jr., where he lays out the importance of Texas in his father's campaign strategy.

There are so many reasons this election is critical.  Appointments to the Supreme Court and Hillary's pledge to raise taxes and increase job killing regulation are at the top of the list, but we also know that she will continue Obama's policies and do nothing to secure the border.  This last week, we got a chilling reminder of what a threat those bad policies are to our communities here in Texas.   On Wednesday, Georgetown police arrested a suspected murderer who had allegedly killed two people in Dallas and was also accused of two aggravated robberies, a kidnapping and arson…in just three days.  He had been deported at least three times and had no legal status in the United States.  Here is my interview with Fox 4 News about his arrest.  

I remain committed to keeping our border secure and to assuring that the conservative policies we have instituted here in Texas continue to provide hope and serve as a model for the rest of the country.

Good morning,

Hillary Clinton just can't stop lying about her secret email server. Hillary Clinton said on Fox News Sunday that FBI Director Comey said her "answers were truthful, and what I've said is consistent with what I have told the American people." Politifact gave that a "Pants on Fire" rating on the truth-o-meter. Hillary Clinton's fantasyland is filled with lies and selective hearing: not only did Director Comey say thatthere was classified material emailed, he said it was "not true" when Hillary Clinton said there was nothing marked classified on her emails sent or received.

Hillary Clinton continues to try and focus this race on everything but what this election is actually about: improving the economy and putting Americans back to work. Donald Trump has been a jobs-creator his entire life, and he and Mike Pence know how to get America working again.

Finally, as President Obama welcomes the Prime Minister of Singapore to the White House to guarantee that TPP will be signed, Hillary Clinton's massive flip-flop on her support for the "gold standard of trade deals" is becoming an issue for her party and this President. Hillary Clinton didn't get any help from Gov. Terry McAuliffe when he said Hillary Clinton will flip-flop again on TPP if she becomes President. This is yet another example that Hillary Clinton will say and do anything to get elected.

Even after FBI Director Comey testified to Congress about Hillary Clinton's email server, Hillary Clinton still cannot bring herself to tell the truth about her reckless email setup.

Hillary Clinton has been lying to the American people from the very beginning of her email scandal, and almost 1.5 years later she continues to dig in and lie 98 days out from the general election.

Hillary Clinton failed to complete required security briefings and courses on handling classified information while serving as Secretary of State, which explains why the FBI Director said she was careless with classified emails on her private server.

Hillary Clinton lied about any classified material being on her secret server, used an email system less secure than Gmail with no archiving features, and did so in the territory of sophisticated hostile actors, and it was "possible hostile actors gained access."

Hillary Clinton continues to say that she turned over all work related emails, but the FBI said she failed to turn over "several thousand" work-related emails, and despite her continued claims--even as recent as Sunday--that there was no classified material, the FBI found Clinton sent or received over 100 emails containing classified material at the time the messages were transmitted.


Donald Trump has centered his campaign on revitalizing America, and giving the power back to the American people. He will do everything in his power to fight for the people and Make America Wealthy Again.

The American middle class used to be the largest in the world, and has now collapsed. In 1970, 62% of the income in America was held by the middle class, today that number is only 43%.

America became the world’s dominant economy by becoming the world’s dominant producer. Since then, politicians like Hillary Clinton have sold out American workers to globalization efforts at the behest of their corporate donors.

Today, we import $800 billion more than we export. America has lost a third of its manufacturing jobs since 1997 as our population has gained 50 million, but with Donald Trump we'll bring it back by putting America first.

Donald Trump understands that now is the time to believe in America, and with that we can Make America Great Again.

The only way to have free-trade is to have fair-trade. The productivity and ingenuity of American workers are unparalleled—American workers will always win on a level playing field.

The interests of American workers must always be at the forefront—not Wall Street insiders who want to move U.S. manufacturing and investment offshore.

Donald Trump will not stand idly by while our partners break the rules of international trade to get an unfair advantage over American workers.


As Secretary of State, Hillary Clinton heaped praise on the Trans-Pacific Partnership (TPP), calling it the “gold standard in trade agreements,” publicly supporting it at least 45 times and taking a “leading part in drafting” it.

Now that she’s campaigning for President, Clinton has shamelessly flip-flopped, claiming she opposes the very “gold standard” trade deal she fought to create as Secretary of State---even deleting her work on TPP from an updated version of her book.

Clinton’s TPP flip-flop has been slammed as “damning,” “a classic political decision,” and “one of the more brazen flip-flops in recent political memory.”

Hillary Clinton and her best friend Gov. Terry McAuliffe have recently imoplied that she might flip-flp again on TPP, saying that she only opposes the trade deal now and is open to switching if “changes” are made.

Throughout her more than twenty years in Washington, Clinton has flip-flopped on numerous trade deals from TPP to NAFTA to KORUS to the Colombia Free Trade Agreement, saying she opposes them on the campaign trail before supporting them in office.

Report from the RNC Rules Committee

The RNC Rules Committee met the week leading up to National Convention, and I was honored to serve alongside former RPT Chairman Steve Munisteri. Together, we showed the rest of the committee just how dedicated our Republican Party of Texas is to the grassroots, and how strong your voice is as a grassroots Republican. While many republican activists reached out to me from across the country, I was able to share my views with them on the proceedings of the Rules committee that week.  I sent hundreds of email responses, which I shared my views on the discussion of the conscience clause. The following was my response to these emails:

"Thank you for sharing your views on this very important topic. To keep the delegates bound or to unbind them is a serious matter. People on both sides of the issue are very passionate, and a truly appreciate hearing from each of them.

At this time, my point of view is that the process of our primary should be respected. To change the rules after the Primary Election would not deal honestly with the voters.At this writing, I plan to respect the voters' decision and not void their vote.

Opinion: Should Texas Have a Closed Primary System? 

A popular topic of discussion over the last couple election cycles is whether or not Texas should have a closed primary, instead of our current system. After talking with many grassroots Republicans across the state, and discussing this topic on the RNC rules committee, I hear you, and I am with you: Texas should switch to a closed primary.

During the next legislative session, I plan to make this a priority of mine. Since so many Republicans want to see a closed primary in Texas, I will fight to make it happen. A closed primary system will further empower the grassroots and help promote and strengthen Republican values across the great State of Texas. Our Party here in Texas has one of, if not the strongest republican grassroots foundation in all of the United States. I strive to listen to you, the grassroots during my time as your RNC National Committeewoman for Texas, and I just want to let you know that I have listened to you, I have learned from you, and I will continue to lead our Party into success across the State!

**UPDATED Statement** 

"I would like to provide a little clarity on this issue. The reason I voted against closed primaries when serving on the Rules Committee at the National Convention was that the incentive provision would have put Texas at a disadvantage. According to the provision, if a state has a closed primary they would get a 25% increase in delegates in 2020. That means California would have received around 25 more delegates.

I was for the rule change until I realized it was unfair to those states that would not have the opportunity to change. And most importantly, it could have caused Texas to lose delegates.

After analyzing the information, I thought it best to come back to Texas and work on changing our system from within."

Last night Democrats formally nominated the most scandal-plagued and dishonest candidate in their history, even as her approval ratings continue to take a dive in the polls.
Tonight Democrats will trot out Tim Kaine, their choice for Vice President. Kaine is just another career Washington insider who represents the status quo in an election year when voters are eager for an outsider to disrupt a rigged system.
The fact that President Obama and Joe Biden will also be appearing tonight highlights they are passing the torch to Hillary Clinton so she can continue to extend their failed agenda which has stifled prosperity and made our country more vulnerable to terrorist attacks.

As Democrats officially make Hillary their nominee, polls from across the country give her the worst numbers she’s had in history. 

  • 68 percent say Clinton isn't honest and trustworthy according to CNN
  • A CBS poll showed just 31 percent have a favorable view of Clinton while 56 percent view her as unfavorable.
  • Just 38 percent would be "proud" to have her as president.
  • Nearly half of Democratic primary voters still want Bernie Sanders

The Democrat convention feels more like a Bernie Sanders Convention than Hillary Clinton’s.

Throughout this primary, a 74-year old socialist from Vermont has encouraged grassroots Democrats to reject Hillary Clinton’s pay-to-play politics and cronyism, and the deep division that has fostered was on full display yesterday with chaos on the floor. The Democrat Party has moved far to the left in this primary, well outside of mainstream America.

The first two days have descended into chaos. The DNC Chair resigned and convention attendees have taken over the welcome party and multiple delegation breakfasts with chants for Bernie and boos for Debbie Wasserman Schultz, Clinton and Pelosi.

Nearly every time Hillary Clinton’s name has been mentioned on the floor of the convention, it’s been met with loud boos. The convention hall had hundreds of empty seats after Bernie delegates walked out of the arena in protest. This is still not going well.

Bill Clinton’s speech last night glossed over his trade deals which have killed jobs, his crime bill which his wife is now running away from, and other uncomfortable personal issues he’s been confronted on the trail about over the years.
Calling Hillary Clinton a change agent is a joke.  She’s been in Washington longer than anyone and represents and supports all of the failed policies of the current administration.
This speech was a biased walk down memory lane that whitewashed the scandalous history of the Clintons. Whether it’s Whitewater, Benghazi, or her secret email server, they don’t want you to know about the long history of unethical behavior that will follow them into the White House.


Hillary Clinton’s choice of Tim Kaine as her running mate shows her commitment to upholding the status quo.
Clinton and Kaine have served in political positions for 40 years; and even though voters are clamoring for an outsider, Clinton's embodiment of the Democrat establishment is a liability.
Out-of-touch with the times, Clinton chose Kaine, a boring career politician, who has few successes to burnish his resume despite his 20 year political career.
Kaine's acceptance of over $160,000 in perks from donors underscores his status as a privileged political insider.
Kaine's positions on nearly every issue are out of step with the Sanders/Warren wing of the Democrat Party and reinforce the status quo.
Democrats are just upset because the DNC got caught putting its finger on the scale for Hillary Clinton.
The Clinton camp’s accusations also conveniently ignore how the corrupt Clinton Foundation itself was deeply entangled with multiple foreign governments, and received millions of dollars in contributions from individuals with deep ties to the Russian government.  
It’s pretty rich that the only person to take a $500,000 speaking fee and a personal thank you call from Vladimir Putin is Bill Clinton.
And if Democrats are concerned about hacks, why aren’t they more upset about Hillary’s secret email setup, which was a sitting duck for hackers around the world?
Who knows what kind of information related to the Clinton Foundation was on that server? It’s clear she used it to cover up all the shady business which would have raised serious conflict of interest questions while she was Secretary of State.
The focus needs to be on how she exposed our classified information. Anything valuable the Russians might have gotten from the DNC pales in comparison with the thought of them getting their hands on sensitive American diplomatic and security information.
Hillary Clinton has no right to lecture Americans on this topic when she’s enmeshed in a rigged system that has exposed her unethical behavior.
Overall this whole episode illustrates how Hillary Clinton is always running from scandal, hypocritically accuses others of the things she herself is doing, and cannot be trusted to put America’s interests first.

Hillary Clinton’s promotional video about her record omitted Libya, Arab Spring, Russia, Syria and ISIS. The biggest foreign policy crisis facing the world that grew under her watch.
Despite terrorist attacks happening on an almost weekly basis, Democrats are refusing to address the threat, and it’s clear they have their heads buried in the sand on national security issues.

As Secretary of State, Hillary Clinton abandoned our allies, empowered our enemies, and jeopardized our national security, and she’s sure to continue the failed Clinton-Obama foreign policy agenda which has left America more vulnerable to radical Islamic terrorism.

Clinton’s failure of leadership means refusing to categorize the terrorist threat as “radical Islam” and refusing to say that the U.S. is at war with ISIS. Clinton claims we need to “empathize” with our enemies, a foolish course of action in the face of murderous attacks like the one in San Bernardino last fall.

Clinton brokered the dangerous nuclear deal with Iran which lines the pockets of a radical regime while doing nothing to ensure the security of our allies or stop Iran from progressing toward a nuclear bomb.

Clinton was the primary advocate for the bombing of Libya, a course of action which helped turn that country into a safe haven for terrorists and an ISIS stronghold.

Clinton secretly fought to close the Guantanamo Bay prison and, in defiance of top military brass and Obama’s own Attorney General, was the architect of Obama’s plan to bring hardened terrorists to the United States.

Perhaps most troubling is her secret email server which made sensitive American diplomatic and intelligence communications a ripe target for foreign hackers. Her gross mishandling of national security information renders her unfit to be commander-in-chief.

Americans have had enough of weakness and retreat on the world stage. Donald Trump and Mike Pence are promising to bring to the White House the strength and leadership we need to regain respect and defeat terrorism.

Hillary Clinton has perfected the art of politics for personal gain, and this presidential bid is no different.
Hillary Clinton’s presidential run is all about Hillary Clinton. Her constant shapeshifting on any issue just goes to show she will do or say anything to get elected, and this total lack of leadership is not what Americans can afford right now.
Is anyone surprised at the decades of Clinton scandals, lies, and hypocrisy when someone as desperate for power as Hillary Clinton is constantly flip-flopping and backtracking from one day to the next? She’s woven a very tangled web over the years and now she’s caught in it.
The reason Hillary Clinton had a secret email server in the first place was to keep her shady dealings hidden. We can’t hand the presidency to someone with such an egregious me-first attitude that she was willing to compromise national security.
She used her post as Secretary of State to grease the wheels for Democrat lobbyists, special interests, and political insiders connected to the corrupt Clinton Machine. For Hillary Clinton, the Oval Office is just another cash cow. 
Clinton’s corrupt family foundation took millions of dollars in donations from countries notorious for human rights abuses and funneling money to radical Islamic terrorists. This kind of unethical entanglement is only a sneak peek of what we can expect if she’s elected president.


That Debbie Wasserman Schultz was forced to resign from the DNC just shows the extent to which the DNC stacked the deck against Bernie Sanders and secretly aided Hillary Clinton, and how disgusted grassroots Democrats are by the whole thing.

There is nothing democratic about the Democrat Party; Clinton and her DNC allies rigged the systems to thwart Sanders’ political revolution during and after the primary.

Millions of grassroots Democrats, many of whom are in Philadelphia, have had enough of the Democrat establishment rigging the system for Hillary Clinton. They’re tired of the Democrat status quo calling the shots and tuning them out. Unfortunately, that’s just what a Clinton presidency will do.

The hard left wing of the Democrat Party will not be satisfied by one person’s resignation. Double standards and favoritism is a systemic problem in the Democrat Party, and it isn’t going to stop just because Debbie Wasserman Schultz was shown the door.

Ultimately, the problems the Democrats are having bigger than the Chairwoman of the DNC and her aides. They are ideological. The standard Democrat operating procedure is to ignore the grassroots and empower party insiders to make decisions for everyone else.

Hillary Clinton has benefited from the rigged system by depending on superdelegates to get across the finish line and receiving a get out of jail free card from the Obama administration for her secret email server. The time is now to put a stop to this kind of cronyism and double standards.



**For Adoption

WHEREAS, the Republican National Committee (“RNC”) is subject to applicable federal law and to the rules and regulations promulgated by the Federal Election Commission and must accurately report receipts and expenditures on a monthly basis that are in compliance with FEC reporting requirements and federal law and present its financial position as true, correct and complete; and

WHEREAS, it is not always possible to assemble the RNC or the Executive Committee on a timely basis to authorize specific actions by the Chairman with respect to authority to sign certain contracts, agreements or disbursement authorizations which contractually bind the Committee; and

WHEREAS, the Growth and Opportunity Project issued a Report with recommendations for the RNC moving forward and it is the interest of the RNC to adopt some of those recommendations; and

WHEREAS, the Executive Committee and the RNC passed a Good Governance Resolution at the September 1, 2012 Organizational Meeting in Tampa, FL and this Good Governance Resolution amends the language in that Resolution; and

WHEREAS, the duly elected members of the RNC have a duty to provide for good governance as well as proper financial checks and balances within the RNC and further desire to provide oversight in connection with contracts and agreements;

NOW THEREFORE, BE IT RESOLVED, That the Chairman is hereby authorized and directed, for and on behalf of and in the name of the RNC, to enter into such contracts and agreements, to execute such other documents, and to take such actions on behalf of the RNC, as are deemed necessary by him, in his sole discretion, to carry out and effectuate the terms of such contracts or other agreements, provided, however, that:

1. Any such contract or agreement that may, by its own terms, create a financial obligation of the RNC in excess of $200,000, shall require the additional authorization of a second officer of the RNC, preferably the Treasurer, but also could include the Co-Chairman or Secretary; and

2. Any such contract or agreement creating a financial obligation of the RNC in the amount of or in excess of $200,000 shall require competitive bidding. If it is not practical to obtain competitive bids or competitive bids cannot be obtained, exemption from this requirement may be granted by a second officer of the RNC, which shall include the Co-Chairman, Treasurer, and Secretary; and

3. Any such contract or agreement to borrow money and/or obtain other credit or financial accommodations on behalf of the RNC from a commercial lender shall require the express prior approval of the Executive Committee; and

4. Any such contract or agreement that creates a financial obligation of the RNC incurred after the month of February immediately following the current term of the Chairman shall require the express approval of the Executive Committee; and

5. The Chairman shall appoint a Chief Administrative Officer/Chief Financial Officer (who need not be the same person). Although the Chief Administrative Officer/Chief Financial Officer is accountable to the entire RNC, the Chief Administrative Officer/Chief Financial Officer shall serve at the pleasure of the Chairman and report to the Chairman but also report on RNC operations to the Executive Committee when it is in session. The Chief Administrative Officer/Chief Financial Officer may be removed by the Chairman upon notification to the Executive Committee. A termination report shall be given to the Executive Committee at its meeting;



WHEREAS, under The Rules of the Republican Party, as adopted July 22, 2016 by the Republican National Convention, the Republican National Committee (“RNC”) is an unincorporated association acting as a federation of state parties; and

WHEREAS, the Members of the RNC wish to provide indemnity and limitation of liability for the Members, officers and staff who serve and act on behalf of the RNC;


That the RNC shall, to the extent permissible by law, indemnify each person serving or who has served as a Member of the Committee or any of its committees or subcommittees, as well as officers and staff, against all liabilities and expenses of the RNC, including amounts paid in satisfaction of judgments and that the Members, officers, and employees of the RNC, as well as of its committees and subcommittees, shall be indemnified and not be personally liable for any debt, liability, or obligation of the RNC; and that the RNC shall, to the extent permissible by law demand that all persons, corporations or other entities extending credit to, contracting with, or having any claim against the RNC, shall look only to the funds and property of the RNC for payment of any debt, damages, judgment or decree or any money that may otherwise become due or payable to them from the RNC
